question

i wonder... what do you do about rowdy kids in your neighborhood? rowdy kids does not = drugs or gangs. but possibly could be. or possibly could lead there. i'm inclined to let kids be kids. my neighbors want to blow the whistle on any little bit of noise or rambunctiousness. what do you watch for, what do you call in, what do you let slide?
